Instagram’s Help Center says you can write a bio of up to 150 characters. Letters, spaces and the blank line all count in that total. However, Instagram does not publish a separate weight for that blank line. Trust the counter, then check Edit profile.

Meta’s Instagram publishing docs set a caption maximum of 2,200 characters. So a caption can run long, and those blank lines still count inside it.

When a line break disappears

A later edit can close a saved gap. So look again before you save. An older app can treat the paste differently, so update Instagram and try once more.
